Policy Certificate Authority Meeting - Thailand National Root Certification Authority (Thailand NRCA) Meeting 1/2024

On December 20, 2024, the Thailand National Root Certification Authority (Thailand NRCA), operating under the Information Infrastructure and Security Center of the Electronic Transactions Development Agency (ETDA), convened the annual Policy Working Group Meeting for 2024 (PA Meeting). The primary objective of this meeting was to review the overall performance and to approve the implementation of the Certificate Policy (CP) and Certification Practice Statement (CPS) for the National Root Certification Authority (NRCA). This meeting also commemorated the 15th anniversary of the Thailand NRCA's establishment.

The proceedings were conducted online and were chaired by Dr. Chaichana Mitrpant, Director of ETDA and Chair of the Thailand NRCA Policy Working Group. The meeting was attended by working group members, agency representatives, and observers.

In his opening address, Dr. Chaichana Mitrpant highlighted the accomplishments and initiatives undertaken by the Thailand NRCA over the past 15 years, which have significantly facilitated the adoption of PKI technology throughout Thailand. He also shared updates regarding the revised composition and augmented authority of the Thailand NRCA Policy Working Group to streamline the evaluation and approval processes for applications for digital certification authorities (CAs) in line with contemporary operational demands.

During the meeting, the group successfully approved the adoption of CP and CPS Version 4.5, which has been updated to conform with WebTrust and CA/B Forum stipulations. This latest version reflects compliance with the newly announced WebTrust for S/MIME standards by CPA Canada, with Thailand NRCA poised to undergo its next WebTrust for S/MIME assessment in the upcoming evaluation cycle.

Furthermore, the meeting endorsed the CP and CPS for the National CA and conducted a review of the statistics regarding digital certificate issuance under the Thailand NRCA project. The data indicated a consistent upward trend over the past three to four years, with 113,147 certificates issued in the first three quarters of 2024 alone, representing a tenfold increase from initial figures.
 
The working group reiterated its commitment to promoting and supporting domestic CAs in aligning with international standards. Over the past 15 years, this has included diverse activities and knowledge-sharing initiatives focused on PKI technology.
 
In closing, the Chair expressed appreciation to all working group members and agency representatives for their valuable contributions. He emphasized the critical need for strict adherence to international standards to bolster the credibility and effectiveness of digital certification systems, thereby ensuring Thailand's competitive position on the global stage.

Key Achievements and Activities:

  1. Official adoption of the CP and CPS Version 4.4 for the National CA on December 8, 2023.
  2. Completion of Second Party Audit for Subordinate CA.
  3. Execution of Key Generation Ceremony for National Telecom Public Company Limited on July 31, 2024.
  4. Hosting the CA Knowledge Sharing Series covering topics such as IoT Device Security, eIDAS 2.0, and CA Business Journey.
  5. Organizing Thailand's first Certificate Authority Seminar, titled “Thailand PKI D-Day: Enabling Thy Trust,” on August 22, 2024.
  6. Exchange of electronic certificate statistics under the Thailand NRCA project.
  7. Sharing market share data related to the Thailand NRCA project.
